The conference is organized by Hannan University, serving as a premier international platform for scientists, researchers, scholars, and engineers to present cutting-edge research, exchange innovative ideas, and share practical experiences in the fields of Civil, Environmental, and Ecological Engineering. As the host institution, Hannan University has a long-standing commitment to academic excellence and international collaboration. Founded in 1951 and formally established as a university in 1965, it has approximately 5,000 undergraduates and operates on two campuses: the Main Campus in Matsubara and the Abeno Harukas Campus in Tennoji, Osaka. Guided by its founding philosophy of "cultivating internationally-minded human resources for the modern economy," the university combines Osaka's traditional commercial heritage with a global perspective.

The conference features keynote speeches, invited talks, oral presentations, and poster sessions. Building on the success of previous editions — ACEER 2026 in Macao; ACEER 2025 in Matsue, Japan; ACEER 2024 in Beijing; ACEER 2023 in Macao; ACEER 2022, 2021, and 2020 held online; and ACEER 2019 in Kaohsiung, Taiwan — ACEER 2027 continues to bring together leading experts and emerging scholars from around the world to foster academic exchange and global collaboration.
